Mill and Siddhartha Gautama (Buddha). Both were proponents of liberalism to varying degrees. I think we can say the Buddha was the first "utilitarian" thinker of India. Like Mill, he was a democrat, and while he didn't like monks involved in politics (listening Dalai Lama?) he did see the necessity of the messy business.
