In the Acts of the Apostles and throughout the epistles, we see that the early Church had already begun forming the heirarchy of leadership. Even Simon the magician in Acts Ch 8 knew that only the apostles had the power from God to adminster the Sacrament of Confirmation so that those baptised could recieve the Holy Spirit through the imposition of hands.
