I've studied American politics and history for the last 20 years, and I can't recall reading about an instance like the one you describe here. They are responsible for running their sovereign states as they see fit, with economic assistance from the federal government. Texaslocoman is right in that aspect. Governors do everything the President does, but on a much smaller scale, and with some exceptions. Even Obama has some experience in that arena - he is a member of the Senate Foreign Relations Committee - Sarah Palin has had no official foreign policy experience or position.
