They are responsible for running their sovereign states as they see fit, with economic assistance from the federal government. Texaslocoman is right in that aspect. Governors do everything the President does, but on a much smaller scale, and with some exceptions. That's why there have been very effective Presidents who were former Governors, George W Bush notwithstanding...
